DESIRED KNOWLEDGE, SKILLS AND ABILITIES: The successful
candidate should possess a Master or Bachelor of Science degree in power
engineering or electrical engineering.
Candidates should be able to demonstrate skills and aptitude for working
with electric utility power system modeling and analysis software. Knowledge and experience related to high
voltage transmission planning will be considered in the selection for this
position. Applicants must be capable of
maintaining a professional, efficient, and cooperative demeanor with outside
entities and fellow workers. Applicants should be able to clearly communicate
verbally and in writing. A current
Washington State Driver License is a requirement for this position.
GENERAL INFORMATION: The Transmission Planning Engineer will work under the supervision
of the Power Operations Engineer. Duties
will include engineering responsibilities for real-time and planning-horizon
studies, including power flow, contingency, transient stability, and voltage
stability studies, and modeling of the District’s portion of the bulk electric
power system. Studies will primarily be
conducted using PowerWorld Simulator and Alstom e-terratransmission applications. Through
system studies, the Transmission Planning Engineer will also determine,
maintain, and update system operating limits and facility ratings. Duties will also include responsibilities for
demonstrating and documenting compliance with WECC and NERC standards and other
regulatory requirements related to electric utility system operations. The Transmission Planning Engineer will be
expected to interact with regional planning entities such as ColumbiaGrid,
Northwest Power Pool (NWPP), Northwest Operating and Planning Study Group
(NOPSG), WECC, Planning Coordination Committee (PCC), and Peak RC.
This is an administrative position and is, therefore, not subject
to any of the conditions contained in the Collective Bargaining Agreement other
than those benefits that apply to all employees.
